EPrints Universitas Amikom Yogyakarta{JALUR NON REGULER - MAGANG IT} HYBRID ENSEMBLE ARCHITECTURE FOR INTENT CLASSIFICATION: COMBINING BERT AND LSTM WITH CONFIDENCE-BASED MODEL SELECTIONAs’adurrofiqAs’adurrofiqauthorDinas Komunikasi dan Informatika Kabupaten Tegal merupakan instansi pemerintah yang bertanggung jawab atas penyelenggaraan layanan komunikasi dan informatika di wilayah Kabupaten Tegal. Meskipun instansi ini telah menyediakan berbagai layanan digital seperti portal Segalengko, OpenData, dan aplikasi Lapor Bupati, belum tersedia antarmuka percakapan otomatis yang dapat memfasilitasi interaksi masyarakat secara cepat dan responsif. Penerapan chatbot berbasis kecerdasan buatan berpotensi menjadi solusi efektif untuk menjawab pertanyaan masyarakat secara otomatis sekaligus mengurangi beban kerja staf layanan[1]. Sistem yang dibangun mengimplementasikan Hybrid Ensemble Architecture yang menggabungkan model Bidirectional Encoder Representations from Transformers (BERT) berbasis bahasa Indonesia atau biasa disebut model IndoBERT dengan model Long Short-Term Memory (LSTM) berbasis TensorFlow, menggunakan mekanisme confidence-based model selection sebagai penentu prediksi akhir. Dataset yang digunakan mencakup 53 kelas intent dengan lebih dari 1.200 pola pertanyaan yang diekstrak dari dokumen SOP internal instansi, portal layanan web resmi pemerintah, dan media sosial resmi pemerintah daerah. Hasil evaluasi pada 100 sampel pengujian acak dari 53 intent menunjukkan bahwa sistem hibrida mencapai accuracy 86,52%, precision 89,82%, recall 86,52%, dan F1-score 87,57%.
